The University of Virginia's College at Wise Upward Bound program serves 85 eligible students in the rural Appalachia Mountains of Southwest Virginia. The target area is deeply engraved in family tradition, local heritage and values. Due to the declining coal mining industry, the local economy continues to struggle to rise above poverty levels.
          The program recruits participants from 10 high
schools from the target area, which includes schools in
the County of Wise; Appalachia, Coeburn, J.J. Kelly,
Pound, Powell Valley, and St. Paul. Dickenson County
consists of the following schools:  Clintwood and
Ervinton, Russell County: Castlewood and J.I. Burton
High School in Norton. 
          The program is designed to achieve ten student objectives, including the development of an academic student plan, and a comprehensive plan for evaluating progress in meeting these objectives. The Upward Bound program at The University of Virginia's College at Wise is an integral part of the life of the College, the community, and the participants. Starting at enrollment, students are challenged to remain in the program and to achieve success in their academic and personal development throughout their high school careers and into postsecondary education.
