MISSION STATEMENT
     Mountain States Legal Foundation, by seeking the proper application of the Constitution and Interpretation of the law in the courts, administrative agencies and other forums:

  • Provides a strong and effective voice for freedom of enterprise, the rights of private property ownership, and the multiple use of federal and state resources.
  • Champions the rights and liberties guaranteed by the Constitution in support of individual and business enterprises and against unwarranted government intrusion.

MSLF ACTION
     MSLF undertakes nationally significant public interest litigation, throughout the country, on behalf of deserving clients who cannot afford to hire private council. By its litigation, MSLF seeks: (1) to ensure that the law is applied in accordance with the requirements of the Constitution and the intent of Congress; and (2) to change public attitudes regarding important matters of public policy.

     MSLF is governed by a Board of Directors composed of some of the Nation's top business leaders and is assisted in the selection and management of its cases by a Board of Litigation composed of some of the Nation's top litigators.

MSLF CASE IDENTIFICATION
     MSLF obtains its cases in a variety of ways including: (1) requests for assistance received from individuals who have heard of or been referred to MSLF; (2) recommendations by members of the Board of Directors or Board of Litigation; (3) identification of meritorious clients using information contained in various publications; and (4) internally on behalf of MSLF and its members in important matters of public interest.

WHO IS MSLF?

Donors Make MSLF True Grassroots Effort

     One of the most frequently asked questions by potential donors, possible clients, and probing members of the media is "Who is MSLF?" The answer is simple and straight forward: MSLF is the embodiment of tens of thousands of donors from all across the country who are committed to preserving the liberties guaranteed by the Constitution and to ensuring that the United States remains a nation of laws. Only as a result of the heartfelt support of individual donors, the overwhelming majority of whom contribute less than $30.00 is MSLF able to perform its invaluable courtroom defense of individual liberty, the right to own and use property, limited government and the free enterprise system. 

     Thanks to a national campaign to educate and inform the American people of the abuses of the Constitution and federal law by the federal government as well as other units of government and the threat to liberty that such abuses present, MSLF now has nearly 71,000 donors from all 50 states! Overall, MSLF's average donation is a mere $28.64. Obviously, and contrary to misrepresentations often made in the media regarding MSLF's source of financial support, MSLF is a true grassroots legal foundation. 

    Like many nonprofit, public interest entities supported by charitable contributions (all contributions to MSLF are tax deductible), MSLF received one third of its annual budget in 1999 from its 30 largest donors (whose contributions range from $75,000 to $5,000), one third from 195 donors (whose contributions range from $5,000 to $1,000), and the remaining third from another 70,759 donors (whose contributions range from $1 to $999). However, unlike national environmental organizations, MSLF's annual budget is tiny ($1.25 million v. $20, $40, $60, and even $250 million). Furthermore, the support MSLF receives from major corporations and foundations is very small compared to that received from those entities by national environmental groups. For example, it is not unusual for major corporations to donate from $25,000 to $100,000 and more annually to environmental groups. In sharp contrast, MSLF's largest major corporate donor contributed $20,000 in 2000; second place belongs to a corporate donor that contributed $8,000. In fact, MSLF's average contribution from major corporate supporters is a mere $4,200. 

    Scores of left of center foundations annually make contributions to national environmental organizations ranging from tens of thousands of dollars ($50,000 is not unusual) to several hundreds of thousands of dollars (as much as $990,000)! On the other hand, MSLF receives major grants from only three national foundations ($75,000, $40,000 and $25,000), with most of MSLF's foundation support coming in grants of $5,000 or less. In fact, MSLF's average annual contribution from foundations is only $12,000. 
As a result, MSLF depends heavily on the support of private individuals who share MSLF's commitment to the Constitution. Illustratively, and not surprisingly, MSLF's largest contribution so far this year came from the estate of a western Colorado cattle rancher!

    MSLF's Board of Directors, which approves all of MSLF's litigation, reflects such broad-based support. MSLF's Directors represent more than a dozen states and numerous industries including construction, ranching, mining, oil and gas, agriculture, trucking, and forestry. Only three Directors are from what might be called major corporations (mining [2] and agriculture); most head up their own small companies. 

    So, who is MSLF? It's tens of thousands of individual Americans, from all 50 states, committed to the vision of our Founding Fathers!

MSLF SUPPORT
     MSLF is supported solely by the contributions received from a wide variety of sources including: (1) charitable foundations; (2) business entities; and (3) private individuals. Financial support received from private individuals is tax-deductible.

MSLF OUTREACH 
     MSLF informs its members of its activities through its quarterly newsletter, The Litigator, and through occasional mailings. William Perry Pendley, MSLF's president and chief legal officer, delivers 60-70 speeches annually throughout the country to spread the word about the work of MSLF. Mr. Pendley has written two highly acclaimed books featuring the work of MSLF and the people MSLF represents--It Takes A Hero:  The Grassroots Battle Against Environmental Oppression and War on the West:  Government Tyranny on America's Great Frontier. Mr. Pendley also publishes a monthly column, Summary Judgment, which is syndicated throughout the country, and other articles in both the popular press and professional journals.
