Answer to Number One: 

1.  The Wagner Act established the NLRB
It's declared policy was to promote collective bargaining as a means to maintain
     the free flow of commerce
The purpose was not to establish Labor as an end in itself
Thus, employee sentiment about configuration of the bargaining unit is not
     the primary concern; stable commerce is.
The NLRB must balance the needs of:
  - firm
  - workers
  - Labor
  - public interest
The Union most likely opts for units that are powerful/winnable
But NLRB does closely watch the desires of the workers & Labor and often follows their advice.
